Airline consolidators are companies whose business it is to help the airlines sell seats.  Their actually more concerned with helping themselves than helping the airlines.  Perhaps, what I should say is that they specialize in selling airline seats that have been traditionally difficult to sell.  The airlines are willing to offload a bunch of their seats on these flights to the consolidators at reduced prices.  Then those tickets stop being the airlines problem, and they can concentrate on other core stuff.  Consolidators use various strategies (including selling to the public) to sell these tickets.  Not all consolidators sell to the public, but some do.  Typically these companies are North Ametican based, so it’s tough to buy tickets originating in foreign countries.  Some countries don’t allow for consolidators.
